Grand Moff Wilhuff Tarkin was a powerful governor in the Empire. He proposed the Doctrine of Fear for maintaining order in the Empire and preventing rebellion. As part of that doctrine, he organized the construction of the first Death Star, a superweapon of such power that no planet would dare oppose the Imperial government. Tarkin died when the Death Star was destroyed at the Battle of Yavin.
