Self-replicating mines

DS9 used Self-replicating cloaked mines to try stop Dominion send more starship thought Bajor Wormhole. How these self-replicating mines self replicate is unknown. Normally replicate needs materials to make a item. It is possible that Bajor Wormhole already had the materials need to make mines. So all these Self replicating mines had to do was just beam materials in. Another more important question how could cloak device on these mines be legal under Treaty of Algeron. While possible Treaty of Algeron forbids UFP only using cloak devices only aboard Starships or spacecrafts carry people aboard them.
