Perhaps the plasma torpedo is designed to be "attracted" to the subspace field of a starship and somehow interact with the target's warp field to pursue it. It apparently closes the distance very slowly when doing so, but this hypothesis would explain how it was able to follow when the ''Enterprise'' ran away at "emergency warp". If not launched from close enough, the torpedo won't be able to "ride the wake" of the fleeing ship to close and destroy it.

If this is the case, the plasma torpedo may be akin to the "isolytic subspace weapons" from ST:I, since subspace weapon discharges are attracted to subspace fields such as warp fields. As such, plasma torpedoes would have become illegal when subspace weapons were banned by treaty.
