A little harsh?
Star Trek certainly decayed into rubbish under their leadership, but it's not like everything they touched turned to garbage. Rick Berman oversaw the latter half of TNG, which is arguably better than the first half under Gene Roddenberry, and Brannon Braga has a fair amount of good episodes credited to him, such as "Cause and Effect".
