Kor led a batallion of Klingons to occupy the neutral, but strategically located planet [[Organian|Organia]] in the [[TOS]] episode "Errand of Mercy" and appointed himself military govenor over the planet.  Unknown to Kor, [[James T. Kirk|Kirk]] and [[Spock]] were among the population subjugated and they proceded to launch a geurilla raid on the Klingon holdings on the planet.  The Organians refused to let harm to come to either side.  They refuse to fight the Klingons but they also prevent the Klingons from harming Kirk and Spock.  Kor attempted to pursuade them by killing hundreds of their citizens but they remained unconcerned.

Commander Kor was one of the "smooth-foreheaded" Klingons from the original series of Star Trek before they had the money to give aliens descent makeup jobs for their regularly occurring aliens as opposed to the ones who appeared only once.
