Queen [[Padmé Amidala]] sought his help when the [[Trade Federation]] invaded her planet, [[Naboo]].  She stated he had been one of their strongest supporters.  Palpatine disagreed with her assessment, commenting that the Chancellor has little real power.  The real power was in the hands of the bureaucrats.  He suggests that she move for a vote of no confidence on the grounds that Valorum was too weak to do anything to help their people.

When Amidala informs the senate of the Federation’s illegal actions and insists the Republic intervene, the representatives of the Federation object and demand further investigation.  Valorum’s aids whisper in his ear and Palpatine remarks to Amadala that these are the afore mentioned bureaucrats and on the payroll of the Trade Federation.  And now Valorum's support for their cause will disappear.  Sure enough, he sides with the Federation and asks if Amadala will defer to the proposed commission.  She refuses and moves for the Vote of No Confidence which is quickly seconded and Valorum is quickly removed from office.
