Appearance over performance is a versus debating flaw that assigns superiority based on how a military force looks instead of what it can do. The strategy basically amounts to saying "Star Trek technology is sleeker and more futuristic, while Star Wars technology is bulky and crude. Therefore Trek's technology is more advanced."

It's a flaw because something's external appearance has nothing to do with its performance. For example, a luxury yacht is sleek and beautiful, while an aircraft carrier is big and blocky, yet any battle between them would end with the carrier victorious.
