I actually think the Old Republic and Galactic Empire are modelled respectively upon the Roman Republic and the Roman Empire, and the small size of the Clone Army also makes sense if we compare the Old Republic military to the Roman military.

The Clonetroopers are the equivalent of the Legionnaires, who were willing fighters (the Legionnaries were volunteers, while the Clonetroopers only exist for battle, a la the Jem'hadar in DS9), equipped with the finest weapons and armour, and utterly loyal to their superiors. (it is also notice that Clonetrooper officers mainly are distinguished from their subordinates by helmet decorations, like Roman centurions!!)

However, the individual planetary armies can be seen as the equivalent of the auxiliary troopers in the Roman Empire. They were, if I recall correctly, not as highly paid as the Legionnaires, nor as disciplined and definately not as well-equipped, but they provided valuable support nonetheless.
