It makes sense from a political point of view except for the death star.It can not be already ready in episode III.Besides it is not even necessary since Palpatine has still popular consent.
I imagined however a different scenario,with Palpatine building up his power more gradually.For example he could prolong his term of office up to 20 years,then to life and finally making himself crowned emperor by the senate.But your idea is certainly far more spectacular.
